At least that what I've always called it.

I'm looking for a rotating set of lights that you mount up high and aim towards the ground at a 45 degree angle and when you apply fog in a long corridor and place an actor under the lights, he/she is practically invisible. (Until they jump out at you)

Google hasn't been super helpful so I'm wondering if it's called something else. Any suggestions of building or finding plans will be greatly appreciated...

Now, in my maze last year we had one in the hall way of Final Summons. I wanna say it was just a can light with a rotating filter in front of it...but I could be wrong.

I'm pretty sure that this isn't what you meant, but just in case:

You can use a Chauvet LG 20 Scorpion G laser. They run about 150 and its a green laser

Nice, thanks! We'd love to have an actual vortex for our haunt, but can't swing the $7,000 this year. A product like this will look great in a couple rooms we have planned, though!
